David is a Chartered Quantity Surveyor with 20 years’ experience in the construction industry both in the UK and overseas. For the past 10 years, David has acted as testifying expert witness on matters of quantity surveying and quantum, and routinely prepares, and defends, construction claims. David also provides hands on expert witness and litigation support services, particularly in relation to quantity surveying and quantum matters, analysing causation in construction disputes, forming opinion and writing position papers. He also implements dispute resolution strategies across a broad range of projects in different jurisdictions and sectors.
David is a RICS Accredited Mediator and Registered Expert Witness. He delivers independent expert advice on matters of valuation and costs management in construction and engineering disputes, including delay and disruption related costs, the valuation of variations or compensation events and termination related costs. David has worked for major international law firms, GRE’s, contractors, and other project stakeholders, and has extensive experience in all forms of building and civil engineering as well as knowledge of traditional, design & build and target cost contracts, including JCT, NEC, FIDIC, and EPC.
David has provided expert opinion evidence (written and oral), has been cross examined on multiple occasions by prominent silks, in high profile multi-billion US$ disputes in Arbitration, Litigation, Conciliation in ICC, DIAC, ADCCAC centres as well as provided written evidence to the TCC in England, and courts in New Jersey, USA.
David started his career as a contract surveyor, contributing to the contractual management of prestigious projects in the UK, including the Channel Tunnel Rail Link (latterly rebranded as HS1) and St Pancras International railway station. After this David took up various international PQS positions, producing pre-contract commercial tender documentation (CESSM3 / SMM7 / NRM / POMI bills of quantities, schedules, priced activity schedules) for major infrastructure projects across the world, that includes Dubai International Airport, several confidential international military infrastructure projects, various petrochem facilities, stadia and Brunei Darussalam International Airport.
